Martin is a projects lawyer with 25 years’ experience working on infrastructure, transport and accommodation projects. Prior to his work with Independent Intelligence, he was a partner in DWF LAW LLP’s Projects Advisory team.
Martin has advised on the delivery of PPP/PFI projects from planning to expiry – starting with the procurement/contract award of West Lothian Schools and Highland Schools in 2001 through to the expiry, hand back and insourcing of the West Midland Metro Project in 2019.
Martin is currently working with NHS Lothian in a commercial role on the hand-back of the Royal Infirmary Edinburgh PFI Project. As one of the earliest and most complex accommodation PFIs in Scotland, this day-to-day involvement is providing Martin with unique experience of the hand-back process from the public sector perspective.
Whilst at DWF, Martin led the procurement and implementation of some of Scotland’s largest infrastructure projects. This work included the Refranchising of ScotRail and Caledonian Sleeper rail services, the M80 DBFO Project and the R100 Superfast Broadband Project.
Martin is an accredited mediator with experience dealing with high profile disputes relating to PPP and other infrastructure projects – including Edinburgh Trams and disputed arising out of various PFI contracts.
